In accordance with Article IV of the Post By-Laws, a special membership meeting of American Legion Warffemius-Seider Post 381 opened at 10:00 am at Post 238, 6265 Brandywine Road, Hughesville, MD by Post Commander Ron Fisher.

Post 381 Commander Ron Fisher explained that the Prince George’s County Council Commander recommended this meeting to ensure that the Wilmer’s Park acquisition packet will be in order when it’s submitted for approval. Cmdr Fisher presented to National Executive Committeeman Ed White and Southern Maryland District Commander Will Trotter the packet of required forms by the American Legion to acquire the Wilmer’s Park property.

Mr. White reviewed the packet and made recommendations on how to improve the presentation. The process of moving the packet through the County, District and Department was delineated by Mr. White and SMD Cmdr Trotter, including the dates of the next meetings of each entity, of April 4, April 10, and May 15, respectively.


Several questions were asked by both sides and answered to everyone’s satisfaction. Mr. White and SMD Cmdr Trotter left the meeting at 10:45.

The Post members reviewed the information gained, and Cmdr Fisher assigned who will update the different parts of the packet. After revising the minutes for December 14 and January 11 to use wording suggested by Mr. White, there was a motion to accept those minutes. MSP.

A motion was made to suspend with the opening ceremony and order of business and move
directly to Old Business. MSP.
Old Business:

Cmdr Ron Fisher gave a brief statement on the current status of the proposed lease for
Wilmer's Park, the Posts' vision for the Park, and initial phases of construction that will take
place. He introduced the Project Manager for the Wilmer's Park Project, Darryl Morgan; the Site Manager, Darrell Oliver; the Post's accountant for the Wilmer's Park project, Reginald
Pearman; and prospective tenant and partner at Wilmer's Park, Hung Hoang. The Post
members were cautioned that proprietary information concerning Wilmer's Park has to
remain confidential, and all present signed a confidentiality agreement.
Second Vice Commander Tyrone Eugene talked about the lease for Wilmer's Park and how
we got the lease to its current iteration. The next step is for the State's Assessor to present
the lease to the Post, which could occur in the next week or two.
Site Manager Darrell Oliver introduced himself with an outline of his experiences and how
that benefits the Post and the Wilmer's Park project.

Prospective tenant at Wilmer's Park Hung Hoang reviewed his proposal of sub-leasing 10
acres of Wilmer's Park from the Post for his hydroponic farm. He expects a 2-year construction
period and will provide opportunities for education and employment. The Post will lease to

Mr. Hoang the land on a profit-sharing basis.
Project Manager Darryl Morgan introduced himself and highlighted his experiences that qualify
him as the Wilmer's Park Project Manager.

Cmdr Fisher entertained questions concerning the information presented. A motion was made
to confirm the Post's commitment to lease the Wilmer's Park Property. MSP. Cmdr Fisher noted the vote
was passed unanimously.

Adjourn: MSP to adjourn.
Next meeting will be Monday, February 15, 2016, at 7:00pm, at Post 381 HQ, 14313 Brandywine Heights Road, Brandywine, Maryland.

Wilmer’s Park. MSP. Cmdr Fisher noted the vote was passed unanimously. 

Cmdr Fisher advised that much of the information he presented is proprietary and must remain confidential. He asked for a verbal commitment from everyone to maintain that confidentiality. All present made a positive confirmation in reply.
