The American Legion Warffemius-Seider Post 381 membership meeting opened at 5:20 pm
at Post HQ, 14313 Brandywine Heights Road, Brandywine, MD by Post Commander Ron
Fisher.

A motion was made to suspend with the opening ceremony and order of business and move
directly to Old Business. MSP.
Old Business:

Cmdr Ron Fisher gave a brief statement on the current status of the proposed lease for
Wilmer's Park, the Posts' vision for the Park, and initial phases of construction that will take
place. He introduced the Project Manager for the Wilmer's Park Project, Darryl Morgan; the Site Manager, Darrell Oliver; the Post's accountant for the Wilmer's Park project, Reginald
Pearman; and prospective tenant and partner at Wilmer's Park, Hung Hoang. The Post
members were cautioned that proprietary information concerning Wilmer's Park has to
remain confidential, and all present signed a confidentiality agreement.
Second Vice Commander Tyrone Eugene talked about the lease for Wilmer's Park and how
we got the lease to its current iteration. The next step is for the State's Assessor to present
the lease to the Post, which could occur in the next week or two.
Site Manager Darrell Oliver introduced himself with an outline of his experiences and how
that benefits the Post and the Wilmer's Park project.

Prospective tenant at Wilmer's Park Hung Hoang reviewed his proposal of sub-leasing 10
acres of Wilmer's Park from the Post for his hydroponic farm. He expects a 2-year construction
period and will provide opportunities for education and employment. The Post will lease to

Mr. Hoang the land on a profit-sharing basis.
Project Manager Darryl Morgan introduced himself and highlighted his experiences that qualify
him as the Wilmer's Park Project Manager.

Cmdr Fisher entertained questions concerning the information presented. A motion was made
to confirm the Post's commitment to lease the Wilmer's Park Property. MSP. Cmdr Fisher noted the vote
was passed unanimously.
